Choose someone likely to remain reachable, explain the role in advance and make sure the person understands that a future request may require a factual verification rather than a personal decision.
One contact should not decide alone
A report or a missed response from one person must not authorize final delivery. A trusted contact is one part of the process, not the only proof and not a replacement for the user’s rules.
Plan for changing contact details
Years can pass. Phone numbers and email addresses change, and people may forget the service. Periodic contact checks and clear re-explanations reduce that long-term risk.
